Customized compilations/surveys of regulatory, regulatory policy and utility policy practices in Canada and other countries.
The principal, Terrance Rochefort, has many years of experience in energy utility aspects and telecommunications regulation. Most recently, he worked on a part-time consulting basis as Executive Director of CAMPUT, Canada’s Energy and Utility Regulators. He previously worked with the National Energy Board, at the Vice-President level. He has extensive knowledge of the Canadian utility regulation sector, US utility regulation through his work with the National Association of Regulatory Utility Commissioners (NARUC), and is well acquainted with and has contacts in the utility regulation sectors of many other countries, through his work with the International Confederation of Energy Regulators (ICER). Regarding ICER, he participated in a panel on electricity regulation during the most recent World Forum on Energy Regulation, held in Cancun, Mexico in March, 2018, and moderated a panel on “Smart Regulation” during the previous World Forum (2015) in Istanbul, Turkey.
His strengths are:
- knowledge and understanding of the energy regulatory sector; and
- respect earned within that sector.
In telecommunications regulation and policy, he has worked with the Department of Communications (now part of Industry Canada), the Canadian Radio-television and Telecommunications Commission, and has carried out consulting work with the World Bank in four African countries and with the European Bank for Reconstruction and Development in London, UK, and several countries in Central and Eastern Europe.
